Yet at the recent Arab-EU summit, Theresa May was oddly quiet on rights abuses<\/h4>\n<p style=\"text-align:center;white-space:pre-wrap;\" class=\"sqsrte-large\">Rhys Davies in The Guardian on 13 March 2019<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">While there may be \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/06\/donald-tusk-special-place-in-hell-for-those-who-backed-brexit-without-plan\">a special place in hell\u201d<\/a>&nbsp;for those who backed Brexit without a plan, regimes that execute people after fundamentally flawed trials get their own summit. Just a fortnight ago, Donald Tusk and the leaders of the EU met with the Egyptian president, Abdel Fatah al-Sisi, at the&nbsp;<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/feb\/24\/the-guardian-view-on-egypt-and-europe-embracing-authoritarianism\">Arab-EU summit<\/a>&nbsp;in Sharm el-Sheikh \u2013 days after his regime executed nine people.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">The summit was co-chaired by Tusk and Sisi. Tusk and other European leaders, including Theresa May, were curiously silent at the summit about the fate of Egypt\u2019s political prisoners. The&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/20\/egypt-executes-nine-men-convicted-hisham-barakat-assassination\">execution of the nine<\/a>&nbsp;\u2013 convicted after unfair trials in which human rights campaigners say confessions were elicited by torture \u2013 was the third consecutive week of executions. In total&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/20\/egypt-executes-nine-men-convicted-hisham-barakat-assassination\">15 people were put to death in February<\/a>&nbsp;in Egypt.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">Human rights matters were apparently on the summit\u2019s agenda, but the only public utterances on Egypt\u2019s use of the death penalty came at a press conference at the end. Sisi defended Egypt\u2019s use of executions, remarking, among other things, that the EU and the Middle East had&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/middle-east-human-rights-saudi-arabia-egypt-iran-amnesty-international-a8796451.html\">\u201ctwo different cultures\u201d<\/a>.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">At a meeting in parliament last week, hosted by Alistair Carmichael MP, I spoke with a panel of international lawyers and experts on repression in Egypt and the execution of political prisoners. The UK is, by some measures,&nbsp;<a href=\"https:\/\/en.portal.santandertrade.com\/establish-overseas\/egypt\/foreign-investment\">the country\u2019s largest foreign investor,<\/a>&nbsp;and speakers at the event were united in urging the UK government to use its influence in Egypt to demand an end to human rights abuses. There can be no justification, cultural or otherwise, for the execution of prisoners following trials that are manifestly unfair and in which basic standards have not been met.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">The absence of moral leadership on the use of the death penalty from the EU and the UK is striking. It fell to the Turkish president, Recep Tayyip Erdo\u011fan \u2013 hardly regarded as the most ardent respecter of the rule of law \u2013 to say of the most recent round of executions: \u201c<a href=\"http:\/\/www.worldpronews.com\/69546\/1188\/290\/0a859e29903b58d9723d8a93c29bdd7adaa3f820\">Of course<\/a>, we are going to be told that it is a decision of the judiciary. But [in Egypt] justice, elections, all that, are codswallop. There is an authoritarian system, even totalitarian.\u201d<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">Since Sisi came to power in 2014, and was re-elected last year with a&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2018\/apr\/02\/sisi-poised-to-declare-landslide-victory-in-egypt-election\">97% share<\/a>&nbsp;of the vote \u2013 a margin that would make a cold war dictator blush \u2013 he has continued to chip away at the democratic structures of Egypt. He has set about drastically curbing the independence of the judiciary. Alongside a brazen constitutional bid to allow Sisi to potentially extend his&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/14\/egypt-mps-approve-bill-that-could-keep-sisi-in-power-until-2034\">term of office until 2034<\/a>, proposed changes to the constitution are likely to further weaken what is left of Egypt\u2019s impartial judicial system. Sisi\u2019s proposals will hand him the power to control the appointment of senior prosecutors and the heads of the most important judicial bodies, as well as giving him control of judicial budgets and terms of office.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">Human rights groups, as well as the UN human rights office, have repeatedly demanded that Egyptian authorities respect fundamental rights and halt its programme of executions, as well as reviewing recent convictions. In September last year Michelle Bachelet, the former president of Chile and now UN High Commissioner for Human Rights, called upon Egypt\u2019s court of appeal to overturn a multitude of death sentences, warning that their implementation would represent&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-egypt-rights-un\/u-n-rights-boss-bachelet-urges-egypt-to-overturn-mass-death-sentences-idUSKCN1LP0BX\">\u201ca gross and irreversible miscarriage of justice\u201d<\/a>.<\/p>\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"\" data-rte-preserve-empty=\"true\">\n<p style=\"text-align:justify;white-space: normal !important;white-space:pre-wrap;\" class=\"sqsrte-large\">Last week the renowned Egyptian photojournalist&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/world-middle-east-47439951\">Mahmoud Abou Zeid, AKA<strong>&nbsp;<\/strong>Shawkan<\/a>, was released after spending five years in prison in Egypt, for covering anti-government protests in 2013. His&nbsp;<a href=\"https:\/\/www.amnesty.org.uk\/blogs\/campaigns\/egyptian-photojournalist-shawkan-released\">parole conditions<\/a>&nbsp;mean that he is required to spend 12 hours a day at a police station. Time will tell whether Shawkan\u2019s release is a genuine good news story, or just a piece of political theatre.
