El r\u00e9gimen de sanciones del Reino Unido no funciona porque no hay una pol\u00edtica clara sobre qu\u00e9 violadores de los derechos humanos incluir en la lista. Este mes, en el D\u00eda Internacional de la Mujer, el ministro de Asuntos Exteriores, James Cleverly, anunci\u00f3 sanciones contra cuatro violadores de los derechos humanos por violencia de g\u00e9nero en Ir\u00e1n, Siria, Sud\u00e1n del Sur y la Rep\u00fablica Centroafricana.<\/p>\n

\n

Es innegable que estas personas merecen ser sancionadas. Lo que es menos obvio es c\u00f3mo la prohibici\u00f3n de viajar al Reino Unido y la congelaci\u00f3n de activos de quienes tienen pocos o ning\u00fan v\u00ednculo con el Reino Unido impedir\u00e1 que se sigan cometiendo abusos contra los derechos humanos.<\/p>\n

\n

Las sanciones Magnitsky pretenden presionar a los reg\u00edmenes para que acaben con la corrupci\u00f3n y las violaciones de los derechos humanos, manteniendo al mismo tiempo los canales diplom\u00e1ticos de comunicaci\u00f3n al dirigirse contra personas concretas. Sin una pol\u00edtica coherente, el anuncio de Cleverly es poco m\u00e1s que una maniobra de relaciones p\u00fablicas.<\/p>\n

\n

El r\u00e9gimen de sanciones del Reino Unido necesita controlarse. En la actualidad es irregular, y el gobierno mantiene fuertes v\u00ednculos con algunos violadores de los derechos humanos, mientras que parece que s\u00f3lo se enfrenta a los que no afectan a nuestra econom\u00eda. Parece que el Reino Unido no puede permitirse hacer frente a los violadores de los derechos humanos con carteras de inversi\u00f3n atractivas.<\/p>\n

\n

Por ejemplo, Emiratos \u00c1rabes Unidos no se ha alineado con sus aliados occidentales en la invasi\u00f3n rusa de Ucrania. Los EAU son el destino preferido de los partidarios sancionados de Putin. A los pa\u00edses que intentan privar a Rusia de componentes militares les preocupa que los EAU hayan aumentado masivamente sus exportaciones de drones y microchips a Rusia y han pedido transparencia sobre lo que los EAU exportan exactamente.<\/p>\n

Pero no ha habido ning\u00fan indicio de que el Reino Unido vaya a tomar medidas para sancionar a quienes violan los derechos humanos en los EAU o a quienes ayudan a los rusos a eludir las sanciones.<\/p>\n

Sancionar a Rusia y Bielorrusia es importante para privar a los agresores de financiaci\u00f3n y suministros, pero fuera de ese \u00e1mbito el Reino Unido tiene demasiado miedo de defender los derechos humanos cuando puede chocar con los intereses nacionales. Con Emiratos \u00c1rabes Unidos, China y Arabia Saud\u00ed, el r\u00e9gimen de sanciones del Reino Unido no tiene un enfoque adecuado porque al gobierno le preocupa ofender a socios comerciales que utilizan habitualmente la tortura y las detenciones arbitrarias.<\/p>\n

\n

Luego est\u00e1 Ruanda. Por razones pol\u00edticas actuales sobre migraci\u00f3n, los ministros est\u00e1n obsesionados con promover el historial de derechos humanos de Ruanda, que en realidad es pobre. La entrega extraterritorial de Paul Rusesabagina, activista de derechos humanos, en 2020 fue confirmada el a\u00f1o pasado como secuestro estatal por el grupo de trabajo de la ONU sobre detenciones arbitrarias. La semana pasada hubo indicios de que podr\u00eda ser liberado.<\/p>\n

\n

Esa atroz acci\u00f3n deber\u00eda haber dado lugar a sanciones Magnitsky. En lugar de ello, el Reino Unido busca una cooperaci\u00f3n m\u00e1s estrecha con violadores de los derechos humanos de probada eficacia.
